Submit the move notification electronically on the Notification of a move service.
If you are a Finnish citizen living abroad, report a change of address abroad in the e-service for notification of a Finnish citizen’s change of address abroad.
A person moving from another Nordic country to Finland must visit the Digital and Population Data Services Agency in person in addition to submitting a notification of move. A valid identification document, such as a passport, must be presented during the visit. A person moving from Finland to another Nordic country must also submit a notification of move to the Digital and Population Data Services Agency.
A foreign citizen can submit a move notification in the Notification of a move service if they have a Finnish personal identity code. When moving to Finland, foreign citizens are required to visit the Digital and Population Data Services Agency in most cases. A foreign citizen must submit a notification of departure when moving out of Finland.
You can block a notification of move or cancel it in person at any service location of the Digital and Population Data Services Agency or electronically via Suomi.fi messages.
Petition for appeal and complaints
The address information is stored in the Population Information System based on the notification of move. If the entry made by the Digital and Population Data Services Agency differs from that notified by the person, a written decision on the matter will be issued. You can apply for a rectification to the decision in writing from the Digital and Population Data Services Agency. You can appeal the decision on a demand for rectification to an administrative court.
A person has the right to request in writing that the Digital and Population Data Services Agency rectifies their incorrectly recorded address information in the Population Information System. As a rule, the Digital and Population Data Services Agency does not rectify or alter address information that is older than four years.
To whom and on what terms
You can provide information on family members moving at the same time with a joint notification. As a rule, a notification of move concerning a minor is made jointly by the child’s guardians.
