Background information

Multilingual civic orientation is a service supporting integration that provides immigrants with a broader understanding of the functioning of Finnish society in their native language or in another language they know well. Dialogue, or the opportunity to ask questions and discuss what has been learned, is a key aspect of multilingual civic orientation. It supports learning while strengthening the inclusion and agency of immigrants.

Multilingual civic orientation includes at least 70 hours of teaching and independent study. Instruction can be provided either in-person, online or as a combination of the two methods. The orientation includes information on

  • living and working in Finland and navigating daily life
  • the functioning, values, norms and legislation of Finnish society
  • the rights and obligations of the individual
  • basic and human rights, equality and sexual rights
  • the goals of integration and on services promoting integration
  • employment, entrepreneurship and the labour market
  • studying and educational opportunities.

The multilingual civic orientation teacher is a person who has a good command of both the language of instruction and Finnish or Swedish and who is also well-versed in Finnish society, the service system and culture.
