Landscape work permit

In a zoning plan area and in a general plan area if the plan so provides and in an area, where a building ban is in force.

A landscape work permit is required

  • for earthworks that alter the landscape
  • for felling of trees in an area covered by a zoning plan
  • for any other measure similar to the above
  • minor measures in the form of a notification

Do the following

A landscape work permit must be applied for from the municipal building supervision's electronic service portal.

Application documents:

  • Permit application
  • Power of attorney to sign the application, if the applicant is not entitled to sign the application themselves
  • Proof that the applicant is the title holder of the plot or building site. The proof can be, for example, a certificate of the last legal title granted or a certified copy of the authenticated copy of the deed of sale or authenticated copy of the lease or other similar document
  • An official map extract
  • A report on the hearing of the neighbours

To whom and on what terms

No permit is required for work with only minor impacts.

If the entrepreneur has established itself in another country in the European Economic Area and temporarily offers services in Finland, the same permits are required as from entrepreneurs established in Finland.

A permit is not required to carry out works necessary for the implementation of a general or zoning plan, or in accordance with a granted building or building permit, or for measures having a minor impact. However, in the zoning plan districts, minor tree falling requires a building inspector's review.

A permit is also not required for necessary preparatory actions related to implementing a legally binding zoning plan.

A permit is likewise not needed if the action is based on an approved road plan under the Act on Transport Systems and Highways.


Period of validity

The landscape work permit will expire if the construction work or building measures have not been completed within three years after the permit becomes legally valid. The validity period of the permit may be extended by a maximum of three years at a time.

Background information

The owner or holder of a land area must apply for a landscape work permit in order to carry out earth works, tree-felling or similar action altering the landscape in areas covered by a local detailed plan. A landscape work permit is also required in areas covered by a local master plan, if the plan so requires.

The decision on the application is taken by the authority designated for the task by the municipality. No landscape work permit is required to fell individual trees for the purpose of caring for plots. Neither is a landscape work permit required for actions that are related to an issued building permit.
