Industrial handling and storage of LPG

Use a ratio calculator to determine the extent of the operation. When determining the extent of a plant’s operation, all chemicals classified as dangerous kept in the plant are taken into account. The maximum storage of chemicals is calculated on the basis of the total capacity of the tanks, even if the tanks are always kept partly empty. You must also take the chemicals in process equipment into account.

If the operation requires a permit from Tukes based on the ratio calculation, apply for the permit electronically in the Regional Administration e-Services. If the operation is minor, notify the local rescue department of the operations.

A production plant engaged in large-scale operation must always compile an internal rescue plan and appoint a person in charge, in other words, an operation supervisor. If necessary, the plant must have an operating principles document or a safety assessment. The necessity of such a document depends on the extent of the plant’s operation, which you can find out with the ratio calculation. The operation supervisor ensures that the plant operates according to the regulations and permit conditions concerning dangerous chemicals, and that the plant follows its operating principles and plans. The operation supervisor must complete a competency test organised by Tukes.

Tukes must be notified of the termination of operations (entirely or partially). The structures and areas of a plant that has ended its operations or the part that is no longer in use shall be cleaned so as not to cause damage. Based on the notification, Tukes revokes the permits granted for its operation. Tukes must also be notified if the operations are discontinued for longer than a year as well as of any changes concerning the operator (business ID, name change).

To whom and on what terms

The operator must demonstrate that the plant meets the general safety requirements of the Safety Act on the Handling of Dangerous Chemicals and Explosives (390/2005), the safety requirements of decrees 856/2012 and 858/2012, and that the plant complies with the standards concerning operations. The establishment of a production plant requires a risk evaluation of what kind of dangers the chemicals may pose. The location of the facility is decided based on the areas of influence in case of an accident. The location must take into account the built environment, nature sites and groundwater areas as well as the area’s land use planning.

The operator is obliged to notify Tukes of any extensive changes that affect safety, as well as of any changes concerning the operator. A decision will also be made on the change notification. Any changes or extensions to a significant large-scale production plant that are comparable to the establishment of a new plant require a permit and a commissioning inspection.

If a trader is established in another country belonging to the European Economic Area and provides its services temporarily in Finland, the trader must have a Finnish business ID or the trader must be a legal person on whom national legal obligations can be imposed.

A fee is charged for processing applications and notifications in accordance with the Tukes price list.


Deadline

The permit must be applied for well before making detailed implementation decisions and starting the construction work of the production plant.

Processing time

The target processing time for a new plant permit is eight months.

Period of validity

The permit is usually valid until further notice.
