Applying for a permit to transport radioactive substances

Transport includes all measures included in and related to the transport of radioactive substances. These include:

• the design, manufacture, maintenance and repair of the packaging

• preparation, dispatch, loading and transport of loads and parcels containing radioactive substances

• temporary interruption of the transfer due to transport ...

Do the following

You can apply for a safety permit for the transport of high-level radioactive sealed sources using the forms available on the STUK website. Instructions and additional information on how to apply for a safety permit can be found on STUK’s website on the page concerning the safety permit. The Government Decree on ionising radiation and its appendix 5 contain detailed information on what the safety permit application must contain.

To whom and on what terms

When transferring radioactive substances in road transport, the driver must have an ADR licence covering radioactive substances. You can find further information on the driving licence from the Finnish Transport Safety Agency (Trafi).

In certain cases, the ADR licence can be replaced, for the part of radioactive substances, with conscious training. However, drivers must receive suitable, task-specific and adequate training on the requirements for the transport of radioactive substances. The training must provide them with sufficient information on the radiation risks associated with the transport of radioactive substances. Such conscious training must be confirmed by a certificate issued by the employer.

If a consignment is being prepared for air transport, the packer and the consignor must have a specific qualification in the transport of dangerous goods by air, for example. You can find more information on this training from the Finnish Transport Safety Agency (Trafi).
