Sometimes the resources and means of the family are not enough to ensure the growth and development of a child or young person. In such case, care and support can be provided outside the home. The child or young person can be placed either in a foster family, a professional family home or a child welfare institution. A social worker makes the placement decision based on the Child Welfare Act.

Child welfare is primarily based on open care support measures. If the child’s health or growth and development are seriously threatened by lack of care or other circumstances, we must resort to substitute care, which usually takes the form of family care.
Placement in substitute care requires a client relationship with child welfare services and a placement decision made by the social worker of the municipality responsible for the child’s affairs. The client support group for family care finds a suitable foster family for each child. The wishes of the child and the parents are taken into account when choosing the family.
The need for a family care placement is assessed on an individual basis, taking into account your child's needs and interests, in cooperation with the guardians, the child and the child welfare social worker. The placement decision is made by the social worker responsible for the child.
