FICORA organises all examinations in maritime radio communication and issues related certificates of competency in Finland. A certificate of competency is issued after successfully passing a specific examination.
Using a marine VHF radiotelephone on board a vessel requires a Short Range Certificate (SCR). Using marine MF or HF frequencies requires a Long Range Certificate (LRC). If a professional vessel is equipped with a GMDSS station, the radio station operator of the vessel shall hold a GMDSS certificate (GOC or ROC).
A certificate of competency is issued on application. The applicant shall already hold a GOC or ROC. A person applying for a certificate of competency shall demonstrate competency as required in the STCW Convention (STCW = International Convention on Standards of Training, Certification and Watchkeeping for Seafarers).
