A building permit is required for the construction of a new building or structure if it is:
A building permit is applied for through the municipality’s Building Control Services, which also provides advice and guidance on permit matters.
A building permit can be applied for by the person who has possession of the building site. This may be the owner, a person authorised by the owner, or a person who has possession of the building site under a lease or another agreement.
As a general rule, neighbours must be notified when a building permit application becomes pending. A neighbour means the owner or occupier of an adjacent or opposite property or other area. At the same time, information about the pending application must also be provided at the building site in an appropriate manner.
Neighbours do not need to be notified if the project is minor or if its impact is not significant from the neighbour’s perspective. Building Control Services determines whether neighbours need to be consulted.
A building permit will be granted if all the requirements for granting the permit are met. If the project deviates from applicable regulations or provisions, an exemption permit may be required before the building permit can be granted.
The processing time for permits handled by Building Control Services is usually 2–4 weeks, provided that all documents and information required to process the application have been submitted and the plans can be approved.
