Authorisation for an approved exporter

An approved exporter is authorised to make out invoice and origin declarations regardless of the value of the originating products in an export consignment, and to personally endorse A.TR. movement certificates. The approved exporter authorisation can, upon application from the exporter, be granted or extended to also cover export from other EU countries than the one where the exporter is established.
Granting an authorisation requires:
- that the company frequently exports goods to contracting countries within the EU or to Turkey or even just occasionally to South Korea.
- that the company gives the customs authorities the necessary guarantees for proving the originating status of the goods.
- that to endorse the A.TR. certificates when exporting customs union goods to Turkey, the company guarantees that the customs status of the goods (i.e. that the goods are in free circulation) can be proven and checked.
The approved exporter is issued an authorisation number that starts with FI. The exporter shall include the authorisation number in its standard invoice and origin declarations. The templates used for invoice declarations and origin declarations by the approved exporter are the same as the templates used by other exporters.
The authorisation can be issued in Finnish or in Swedish.

The service is free of charge.
Authorisation applications are processed within 120 days from when they are approved for processing. An application can be approved for processing when it contains all details needed to make a decision, i.e. the application is fully completed and accompanied with the necessary attachments.
