If you need an exemption from a decision to prevent the spreading of an animal disease (restriction decision) or a trap-and-transport permit, do the following:
1. Include the basic information required in the online service (available in Finnish and Swedish).
2. Mention in your application the decision you are applying an exemption from: for example, the file number of the decision or other identification data (does not apply to an application for a trap-and-transport permit).
3. Include
a. the animal disease in question (restriction decision)
b. what kind of decision the ELY Centre has made on the obligation to transfer (trap-and-transport permit).
4. Describe the animal species in question
5. Describe the exemption you are applying for.
6. Include the number of animals or individual animals (animal list) that are subject to the exemption as an attachment.
a. attach the possible negative test results to the application.
b. when applying for a trap-and-transport permit, attach the ELY Centre's decision to the application.
7. Justify the need for the exemption.
Apply for the exemption from the Regional State Administrative Agency in whose area the decision is in force or the trap-and-transport is supposed to take place. The exemption and the trap-and-transport permit may be subject to terms and conditions.
This service is intended for an animal keepers or operators who keep pigs, cattle, sheep, goats, foxes, minks, raccoon dogs, horses, chickens, turkeys, fish, crayfish or possibly other animal species and whose animal premises have received a decision to prevent the spreading of an animal disease. The service also covers permits for trapping and transporting aquatic animals.
The processing time depends on the scope of the application and the animal disease situation.
