Wage subsidy to support job seeking

The City of Tampere is responsible for offering this service to persons whose municipality of residence is Tampere and who belong to the target group of local government employment pilot projects. Tampere is also responsible for the service for immigrants of Pirkanmaa who are in the process of integration. Exceptionally, within the Pirkanmaa municipalities, the service does not apply to immigrants in Kuhmoinen who are in the process of integration.

The target group for these pilots includes unemployed job seekers, persons in employment and jobs seekers in services promoting employment

1) who are not entitled to an earnings related daily allowance, or

2) who are under 30 years of age, immigrants or foreign language speakers.

The local government pilots on promoting employment have been enacted by law (Act 1269/2020).

A wage subsidy is financial support that the City of Tampere may grant to an employer to cover the wage costs of an unemployed job seeker and as compensation for the time spent on supervision of work. The person to be employed must be a resident of Tampere and a client of the Pirkanmaa municipal pilot programme for employment.

  • For you the wage subsidy is an opportunity to also get work for which your professional skills are not quite sufficient, or if you have a disability or illness that affects your work.
  • Work supported by the wage subsidy is always either a normal job or training as an apprentice. The employment can be open-ended or fixed-term, and either full or part-time.
  • You will be paid according to the applicable collective agreement or, if no applicable collective agreement exists, the prevailing and reasonable wage for the job in question.
  • Your employer may receive pay subsidies for up to 30%, 40%, or 50% of your pay costs.

Do the following

Once you have registered as an unemployed job seeker and you have been referred as a client of the City of Tampere, you will evaluate and agree together with an officer of the City of Tampere Employment and Growth Services, whether you will be needing pay subsidy in order to find a job. The possibility to receive wage subsidy will be recorded in your employment plan. Actively look for work yourself.

  • Make sure that the opportunity for wage subsidy has been entered into your employment plan. Once the search for wage subsidy places is recorded in your plan, you will see, through E services for personal customers, the wage subsidy placements advertised by employers with the City of Tampere Employment and Growth Services.
  • Contact employers you are interested in and apply for vacancies.
  • Remember to mention to the employer that for hiring you it is possible to obtain a wage subsidy.
  • If you find employment, ask the employer to get in contact with the City of Tampere Employment and Growth Services and to submit a wage subsidy application well in advance of the commencement of employment.
  • Your employment can only start after the City of Tampere Employment and Growth Services have granted a wage subsidy to the employer

To whom and on what terms

Employers can only receive wage subsidies to employ a person who has registered as an unemployed job seeker.

The City of Tampere may grant pay subsidy for your recruitment costs, if

  • it helps you to find a job
  • it has been agreed in your employment plan
  • the employer and your employment fulfill the existing prerequisites to be eligible for a wage subsidy
  • The City of Tampere has the necessary funds available
  • you must also be an unemployed job seeker, and your home municipality must be Tampere
