Subsidies for the provision of island traffic

Subsidised island traffic refers to regular transport provided by a private transport operator over water with a seaworthy vessel, which serves the permanent residents of the islands on routes between islands or between the islands and the mainland, where there is no other regular transport or roads.

Write a free-form application, which includes the following information:

  1. the size of the subsidy you are applying for, 2.correct and adequate information on the vessel, information on the maximum number of passengers and maximum amount of cargo as well as a copy of the vessel's inspection report and a certificate proving that the shipyard has a safety management system that complies with the ISM Code, which has been audited for shipyard management and the vessel, if the vessel is of a size that the ISM Code applies to3.correct and adequate financial data on the vessel's use4.the frequency of the provided transport service and other information that describes the service's quality5.the size of charged transport fees6.information on any other publics funding the provider may receive for the provision of the service7.the possibility of the service also being provided during emergencies and8.a report on the transport provider's knowledge of the local areas and the language proficiency of employees.

To whom and on what terms

Before a decision is made, the ELY Centre for Southwest Finland prepares calculations and a proposal on distribution of subsidies on the basis of the previous year's paid subsidies and applications. The ELY Centre also requests a statement on the application from the Island Committee and the municipalities.

The transport operator is responsible for the timetables for subsidised island traffic. An island traffic transport operator, who receives a subsidy charges its passengers for transport. Transport charges are not transferred to the ELY Centre for Southwest Finland. Permanent residents of the islands, who live along the route of an island transport operator are exempt from paying a charge for subsidised island traffic. No fee is charged either for a vehicle owned by permanent resident of an island, deliveries for the island resident or the person or vehicle carrying out such a delivery.

The operator will invoice the ELY Centre for Southwest Finland monthly. A report of the executed traffic operations must be attached to the invoice.

Additionally, at latest on 31 March the following year, the transport operator must provide the ELY Centre for Southwest Finland with a report on the users of the previous year's subsidies.

The transport operator must immediately inform the ELY Centre for Southwest Finland of any fundamental change in its operations or operating conditions that will take place or has already happened.
