Travel allowances for libraries

The objective of international operations is to expand the international connections and networking of library personnel. The purpose is to improve the opportunities of personnel to take part in international meetings and training both abroad and in Finland.
Personnel of public libraries can apply for travel allowance from the Regional State Administrative Agencies (AVI) for the purpose of taking part in international meetings of the library sector held abroad and in Finland as well as for training. The Ministry of Education and Culture allocates a separate appropriation for Regional State Administrative Agencies for this purpose.
There are no limits for the application period. The library applies for the allowance and a person who has authority to sign is the signatory. Municipal funding is also required for travel allowances.
Libraries will submit a clearing and a free-form travel report to the Regional State Administrative Agency within one month after travelling.
Do the following
Apply by filling out the form “Application for a travel allowance to an international meeting or training of the library sector”. Fill out, print and sign the application form. Submit the form to the registry of your local Regional State Administrative Agency. You can submit the application either by email or mail. If you submit the application by email, scan the signed application form and attach it to the email. Attach the programme of the meeting or event to your application.
Submit a clearing and a free-form travel report within one month after travelling to the registry of your local Regional State Administrative Agency. You can submit the clearing either by email or mail. When submitting by email, scan the signed clearing form as a separate document.

To whom and on what terms
The municipality or a municipal library is the allowance applicant.
Municipal funding is also required for travel allowances. The allowance can cover at most 80 per cent of the applied travel costs.
The granted allowance must be spent during the meeting or training in question.
The application period is constant. Libraries will submit a clearing and a free-form travel report to the Regional State Administrative Agency within one month after travelling.
The Regional State Administrative Agencies will process travel allowance applications in the same timetable as libraries apply for travel allowances. The Regional State Administrative Agencies will make allowance decisions before the meeting or training date in question.
