Trainers of vehicle inspectors

Providers of further training for those responsible for roadworthiness testing and for vehicle inspectors must be licensed by the Finnish Transport Safety Agency (Trafi).

Do the following

Apply for the right to provide training in writing from the Traficom Attach to the application:

• an account of the extent to which the right to provide training is being applied for

• information on the person responsible for the training, and their qualifications and experience related to vehicle inspections

• an account of the professional skills of the primary training staff

• an account of the training material

• an account of the contents of the training, including topics to be covered, schedules, and training methods

• information on the primary training premises, and an account of the possibility for organising the required practical training and the practical arrangements for written examinations

• an estimated starting time of the training activities.

To whom and on what terms

Preconditions for obtaining a licence

A training licence can be granted to an applicant, if

• the applicant has the right to carry out business operations in Finland

• the applicant is not bankrupt, the applicant is a natural person, aged 18 or over, and their legal competence has not been restricted

• the applicant employs a competent person aged over 18 to be responsible for the training activities, and this person is not bankrupt and their legal competence has not been restricted

• the applicant has, at their disposal, sufficient and competent training staff with experience in vehicle inspections

• the applicant has access to adequate and appropriate premises

• the applicant has, at their disposal, the required training material and equipment

• the applicant can present a detailed training programme indicating the topics to be covered, schedules, and planned training methods.

Trafi may cancel the right to provide training for a fixed period or permanently if

• the holder of the further training licence no longer fulfils the prerequisites for granting a licence

• the provisions laid down on the training have not been complied wit

• the training has not been in compliance with the licence or has been otherwise inappropriate.

Obligations

Inform Trafi without delay if

• there are changes with regard to the persons responsible for operations

• there are other significant changes with regard to operations

• there are changes in ownership.

Price

The licence is subject to a fee. For the amount of the fee, see the price list on Traficom's website

Validity of the licence

The licence is valid until further notice.

Temporary cross-border service provision

If the entrepreneur has established itself in another country in the European Economic Area and temporarily offers services in Finland, it must be separately determined from the responsible authority whether the operations are subject to licence or notification.
