Trainers in the private security sector

Only persons licensed as a use-of-force trainer by the National Police Board may act as trainers for forcible means equipment user training courses and forcible means equipment refresher courses.

Only persons licensed as firearms trainers by the National Police Board may carry out firearms user training and shooting tests.

Do the following

Licences for a use-of-force trainer, firearms trainer and security steward trainer must be applied for in writing from the Security Sector Supervision unit of the National Police Board. You can submit the application through the police e-service or send it by e-mail or by post.

The application must include the applicant's personal data and copies of the education certificates required for the licensing.

Applicants for a use-of-force trainer licence must attach a copy of the certificate on the satisfactory completion of use-of-force trainer education.

Applicants for a firearms trainer licence, in turn, must attach a copy of the certificate on the satisfactory completion of use-of-force trainer education as well as firearms trainer education by firearm type.

Applicants for a security steward licence must attach a copy of the certificate on the satisfactory completion of basic security steward trainer education.

The National Police Board may ask the applicants to present additional documentation related to all of these licences.

To whom and on what terms

Applicants for a use-of-force trainer or firearms trainer licence must be at least 18, but no more than 68 years old. The applicants must have satisfactorily completed use-of-force trainer education prior to applying for the licence. In addition to the aforementioned, applicants for a firearms trainer licence must also have satisfactorily completed firearms trainer education. You must apply for the licence no longer than six months after completing the training. The time period is calculated from the date printed on the certificate.

Applicants for a security steward trainer licence must be at least 18 years old. The applicants must have satisfactorily completed basic security steward training, and in addition, they must have satisfactorily completed basic security steward trainer education less than six months prior to applying for the licence. The time period is calculated from the date printed on the certificate.

Another prerequisite for all the licences is that the applicant is an honest and reliable person, and has personal qualities appropriate for the trainer’s task in question.

The licences may be renewed for a period of no longer than five years if the applicant continues to meet the above-mentioned personal requirements and has satisfactorily completed a refresher course less than six months prior to applying for a licence renewal. You may apply for a licence renewal no longer than six months after the expiration of the previous licence.
