  • Public service e-Identification is a common identification service for public sector organisations to identify the end-users of their digital services.

The end-users log in to the digital service connected to the e-Identification service with secure forms of identification issued in Finland. With a single login, using any device, they can securely access all of the public sector digital services associated with the e-Identification service.

In the future, citizens of other EU countries, as well as Finnish citizens who have a form of identification issued by another EU country, may use their form of identification when signing up for Finnish digital services.

The e-Identification supports online banking authentications, mobile certificates and certificate cards (ID card, organisation card, healthcare smart card). Some of the digital services can also be accessed with Katso log in details. All identification methods are available to the digital service via a single technical interface. If an organisation changes their list of recognised forms of identification, this does not require technical changes or separate agreements.

For testing the e-Identification service, a test environment has been set up that matches the production environment.

Do the following

The organisation will receive their e-Identification from the (service management) site. Use of the service requires technical integration between the organisation’s digital service and the e-Identification service. The use of the e-Identification service also requires an access license and a data permit, which defines the services’ data requirements from the population information system.

By joining the testing environment, a public sector organisation can prepare for the introduction of the e-Identification service, determine the changes needed for its own digital service and test the implementation of its service. The test environment can be accessed through the site.

To whom and on what terms

The e-Identification service is intended for use by public sector organisations.

In order to use the service, the organisations need to integrate with it and accept the terms and conditions. The public sector organisation must integrate its information system into the e-Identification service. The organisation will also need a VTJ network license issued by the Population Register Centre.

The service is free of charge.

The customer organisation is responsible for the costs of changes and deployment to its own service.
