Right-of-occupancy housing is State-subsidized housing. Occupants pay a right-of-occupancy fee and a regular fee comparable to rent. Applicants for right-of-occupancy housing must first apply for right-of-occupancy queuing numbers.

Right-of-occupancy housing can be applied for by persons aged 18 and older who do not own a home adequate for living in the area and have no means to acquire a home. Restrictions concerning financial means do not apply to persons aged 55 and older. The Helsinki region (Helsinki, Espoo, Vantaa, Hyvinkää, Järvenpää, Kirkkonummi, Nurmijärvi, Mäntsälä, Sipoo, Tuusula, Vihti, Kerava) form one right-of-occupancy housing area.
