Rehabilitative work activities

Rehabilitative work activities are organised, with the help of Tampere City’s Employment and Growth Services, also in associations, foundations and parishes, as well as in the city’s local government departments. Work activities may take place in a group or independently. Rehabilitative work activities are also organised by the Adult Social Work services of the City of Tampere.

Rehabilitative work activities organised by Employment and Growth Services are preparatory to work and education, whereas rehabilitative work activities organised by Adult Social Work reinforce inclusiveness. Rehabilitative work activities are guided by an activation plan or a cross-sectoral employment plan. When drafting the plan, it will be determined which service of the organising parties you will participate in, according to your service needs. At the same time, your wider needs for social, health care, rehabilitation and employment services will be considered.

Rehabilitative work activities and its content are agreed in the plan. Its focus may also include support for everyday activities and reinforcing inclusiveness. The content of the period for rehabilitative work activities will be agreed according to your own objectives.

During the rehabilitative work activities period you will receive unemployment benefit, as well as a nine-euro reimbursement of expenses for the days you participate. For travel expenses you will receive a rechargeable travel card for public transport around the Tampere region.

The plan will be prepared, together with you, by an official from the Employment and Growth services of the city. This is based on the ongoing local government pilot scheme on promoting employment that has been enacted by law (Act (1269/2020). The pilot will be ongoing during the time period 1.3.2021 – 30.6.2023

Rehabilitative work activities will be organised for you, depending on your situation and needs, for 1 – 4 days per week and 4 – 8 hours per day. Rehabilitative work activities have a minimum continuous duration of three months.

Rehabilitative work activities are a social service in accordance with the Social Welfare Act (1301/2014) and the Act on Rehabilitative Work (189/2001). Furthermore, rehabilitative work activities are also a service promoting employment, in accordance with the Unemployment Security Act 2002/1290.

To whom and on what terms

Rehabilitative work activities are a social service under the Social Welfare Act and intended for persons who have been unemployed for a long period of time. The Act on Rehabilitative Work defines more precisely for whom the activities are arranged. Rehabilitative work activities can also be organised before the time limits, if they are deemed to support life management skills and the conditions for employment. Rehabilitative work activities are not organised for persons entitled to an integration plan.

If other services promoting employment are not available, the municipality may organise rehabilitative work activities based on the client’s need for service. Clients must also fulfil the conditions below (Act on Rehabilitative Work).

Unemployed job seekers under 25 years of age,

• who have an employment plan and

• who have received labour market subsidy based on unemployment for a minimum of 180 days (in the past 12 months), or a daily unemployment allowance during the period of unemployment benefit, or whose livelihood has been based on income support paid based on unemployment.

Unemployed persons 25 years and over who are entitled to labour market subsidy or are receiving income support; and those

• who have an employment plan and

• who, due to unemployment, have been receiving labour market subsidy for a minimum of 500 days, or who have received after a period of unemployment allowance - and based on

unemployment – a labour market subsidy for a minimum of 180 days or whose principal livelihood, over the past 12 months, has been based on income support paid due to unemployment.
