Registering as a jobseeker

Most of the TE Office services are provided for people who have registered as jobseekers at the TE Office. The TE Offices’ experts provide instructions and guidance for job seeking and help customers with selecting the correct services at the early stages of the customer relationship.
In addition, the Social Insurance Institution of Finland (Kela) and unemployment funds pay unemployment benefits only to persons who have registered as jobseekers. The TE Office issues a statement on the matter to the party paying the benefit.
You can register as a customer, that is, start job seeking primarily via the TE Office’s online services. You must register as a jobseeker at the latest on your first day of unemployment or temporary dismissal. You may also start job seeking even if you have a job.
If you wish to stop job seeking or notify the TE Office of any changes, do so via the online services.

The method of registering as a jobseeker depends on your nationality.
- If you are a Finnish national, the online services are the primary channel for starting job seeking. You may also register as a jobseeker by phone if your identity can be verified on the basis of, for example, your customer data.
- If you are an EU or ETA citizen or a family member of such person and you have a Finnish personal identity code registered at a Local Register Office, the online services are your primary registration channel. The TE Office will contact you in order to arrange an interview. A certificate of an EU citizen’s residence permit or a residence card for a family member of an EU citizen must be presented in person at a TE Office in order for the TE Office to prepare the initial assessment and integration plan within the meaning of the Act on the Promotion of Immigrant Integration (1386/2010). You may also register as a jobseeker by phone if the contents of your residence permit card are up to date and your identity can be verified on the basis of, for example, your customer data.
- If you are a citizen of a so-called third country, register as a jobseeker personally at a TE Office. Fill the Form for jobseekers registering with the Employment and Economic Development Office. You will be registered as a jobseeker if you have been granted a residence permit and the right for paid employment, and there are no markings concerning employer-related restrictions. You may also register as a jobseeker by phone if the contents of your residence permit card are up to date in our system and your identity can be verified on the basis of, for example, your customer data.
When registering as a jobseeker, you will be asked to provide information about your work experience, education and skills. Gather this information from your certificates. For the benefit statement, you must record all information about the work you have performed in a precise manner.
When registering as a jobseeker, you will also be asked to assess which services you require and to explain what kind of plans you have for finding employment.
To whom and on what terms
Registering as a jobseeker online requires strong identification. If you do not have online banking codes, a mobile ID or an ID card with a microchip, start job seeking by calling a service number or by visiting a TE Office.
The service is free of charge.
