Pupil welfare services in pre-primary education

A child’s guardians may contact a preschool worker or a pupil welfare worker for a discussion whenever they feel in need of help in matters concerning the child or their family. Worries can arise for example concerning the child’s development, relations to others or when the family is going through life changes. There are no topics too big or too small to be discussed – it is important that you’re not left alone with your worries!

Pupil welfare refers to actions taken to ensure that the pupils have possibilities to engage in their studies properly, to have good mental and physical health and to enjoy good social wellbeing. The goal in pre-primary educational pupil welfare is to cooperate with preschool personnel and the guardians in order to promote the children’s welfare and development of their learning abilities.

Pupil welfare personnel in preschools consists of a curator, a psychologist, a child clinic nurse and a child clinic doctor. The goal is to cooperate with preschool personnel and the guardians in order to promote the children’s welfare and development of their learning abilities. Curators and psychologists can work with an entire child group or having personal meetings with just one child. Parents can also have discussions with the curator and/or psychologist. A psychologist can survey the child’s learning abilities in a psychological assessment. Several experts can be included to take care of the child’s case. It is also possible to comprise a multidisciplinary expert group whose members are selected in cooperation with the guardians.

The goal with collective pupil welfare services is to support the children’s holistic welfare, and to promote their cooperative skills, social interaction skills and emotional skills. In addition, the services aim to guarantee healthy, safe and accessible preschool facilities.

To whom and on what terms

Pupil welfare is always provided with the guardian’s consent. Any issues concerning the child are taken care of in full cooperation with the family, using commonly agreed practices, listening to members of the family and respecting their wishes.

The service is free of charge.

Background information

A pupil in pre-primary education is entitled to pupil welfare services that comprise looking after the holistic well-being of the child, both as an individual and a group member. A pupil in pre-primary education may receive personal health care services provided by a child health clinic as well as a psychologist's and a school social worker’s services. If necessary, a multidisciplinary expert group is set up to support the child.

The goal of pupil welfare services is to create a healthy and safe environment in which the child can learn and grow, support learning, alleviate and prevent obstacles to learning and learning difficulties, protect the pupils’ mental health and prevent exclusion.

Pupil welfare services in pre-primary education are implemented by the municipal authorities in cooperation with the child’s parents or guardians and the child.
