Do the following
Applying for a grant
- Apply for a grant electronically in the regional administration’s e-service. You can find the grant application in the Services menu under Liikenteen palvelut (Transport Services).
- Log in to the e-service with your bank ID, mobile certificate or certificate card.
- Complete the application thoroughly and add the required appendices. Incomplete application, need for further clarification and modification of the application may prolong the processing of the case. More detailed instructions for filling in the application form can be found in the regional administration’s e-service and on the ELY Centre’s website.
- If ELY Centre requests to complete the application, submit the requested supplements by the specified deadline or negotiate an extension with the authority.
- Once ELY Centre has received sufficient and correct information to resolve a grant application, it will make an appealable decision. The decision will be forwarded to the applicant for the grant.
Applying for payment of the grant
- Apply for payment of the grant in accordance with the decision in one or more instalments in the regional administration’s e-service.
- If you have submitted a grant application through the e-service, please also submit the payment application in the e-service via the Maksatukset tab (payments).
- If you have applied for a grant using the printed form, submit the payment application as an annex to the ELY Centre’s general service form to ELY Centre’s registry or to the payment unit of the KEHA Centre.
More information about authorisation
In the e-service, the application can be submitted by an authorised person. Authorisation is given in Suomi.fi e-Authorizations. Authorisations ensure that the persons preparing and sending applications have the right to represent the organisation.
Authorised persons use the e-service on behalf of their organisation through Suomi.fi e-Identification. Logg in to the e-service with your personal banking IDs, a mobile certificate or a certificate card after you have been authorised. In addition to the authorisation, organisations need their business ID to use the e-services.
The necessary e-service authorisation is called Työllisyyden, ympäristön, elinkeinotoiminnan ja liikenteen valtioavustusten hakeminen.
Only persons who have a pre-existing authority or a right based on register data may act on behalf of the organisation without separate authorisation.
To whom and on what terms
The grant can be granted to municipalities.
The grant may be used for the purchase of transport in accordance with the Service Contracts Regulation and for the reimbursement of the price obligation. Eligible costs are the net costs incurred by the applicant for the acquisition of the transport service. The eligible costs for the reimbursement of the price obligation shall be the costs incurred by the applicant for the reimbursement of eligible ticket products. Transport services must be procured by competitive tendering in accordance with the procurement regulations, but in the case of direct procurement, the net costs defined in the Service Contracts Regulation are acceptable. Compensation for the price obligation cannot be applied to market-based transport.
Development projects must be limited in time and the results of the project must be public. Projects may be one-year or multi-annual. However, the ELY Centre decides on the grant each year within the limits of the application to the ELY Centre and the available budget. Projects must be implemented in the most advantageous way for society. Where appropriate, they shall be subject to competitive tendering in accordance with the Act on Public Procurement and Concessions.
The grant may be awarded subject to the condition that the grant applicant contributes to the project or its costs. The grant decision may also contain other provisions that the subject of the decision must comply with.
