Public transport subsidies for municipalities
ELY Centres can grant a municipality or a community of municipalities state subsidy for the purchases of transport services and tariff obligations in accordance with the Public Service Contract Regulation. The maximum compensation is 50 % of the acceptable costs. In case of direct award procurements, acceptable costs include compensation for net costs that are in accordance with article 4(1) and Annex of the Public Service Contract Regulation.
Acceptable costs do not include costs that the municipality is compensated for based on the Act on Central Government Transfers to Local Governments for Basic Public Services, the Act on the Financing of Educational and Cultural Provision or the Act on School Transport Subsidy for Students in Upper Secondary School and Vocational Training .
ELY Centres can grant a municipality or a community of municipalities state subsidy for the design and development of travel dispatch centres and travel centres. The maximum amount is 50% of costs due to design, project management as well as implementation of solutions that improve passenger information, park-and-ride and accessibility.
ELY Centres can grant state subsidy to one or several municipalities in the region for the design of public transport or related pilot projects that serve the transport needs of the region. The maximum amount is 50% of the design and pilot costs.

To whom and on what terms
A municipality or a community of municipalities can apply for payment of the state subsidy 1-2 times a year from the ELY Centre. Follow-up forms on supported transport have to be submitted to the ELY Centre in connection with the payment application. Depending on the application, for example, the number of supported trips, number of sold tickets and the net costs of actual purchases should be filled in the follow-up form.
State subsidy is only granted for actual costs.
