Public aid for a special site situated on a private road

Public aid can be granted for special sites that qualify for government assistance, including

  • ferry crossings of private roads
  • temporary annual bridges
  • winter and ice roads.

For ferry crossings, ice roads replacing ferry crossings in winter, and temporary bridges, the maximum assistance is 80 % of allowable operating and maintenance costs.

Do the following

Apply for the grant primarily through the e-service. You can find the application in the service menu in Finnish and Swedish. Log in to the e-services using your personal banking ID, mobile certificate or certificate card.

If it is not possible to use the e-service, please use the printable application form. Submit the application and its attachments to the registry of the ELY Centre for Pirkanmaa by post, e-mail or by bringing it to the registry. You can also submit you application as an attachment to the ELY Centre’s general e-service form.

Fill in the application thoroughly and attach the required appendices. Incomplete application, additional clarification needs and modifying the application during the processing may prolong the processing of your case. More detailed instructions on how to fill in the application form can found in the regional administration e-service and on the ELY Centre's website.

Attach to your application the private road cooperative's income and expense vouchers, the profit and loss account, asset and liability statement, minutes of meetings and the auditor's statement.

If the ELY Centre requests to complete the application, submit the requested supplements by the deadline set, or negotiate an extension with the authority.

Once the ELY Centre has received sufficient and correct information to resolve a matter concerning the grant application, it will issue an appealable decision on the matter. The decision will be sent to the grant applicant.

Apply for payment

The KEHA Centre pays out the grant in accordance with the ELY Centre’s decision in one or more instalments. The grant will be paid by the end of May of the current year at the latest. Submit a payment application by the end of February.

Apply for payment primarily in the regional administration’s e-service in accordance with the terms and deadlines of the decision. Please fill in the application carefully under the Payments tab and attach the necessary attachments.

Use the printable form to apply for payment, if you have applied for the grant with a printable form instead of using the e-service. Submit the payment application by post to the KEHA Centre's payments unit. You can also submit your application as an appendix to the ELY Centre’s general sevice form.

To whom and on what terms

The application must contain true and fair information on the purpose of the grant and other matters affecting the decision.

The application form must contain a brief description of the purpose of the grant and the estimated benefits and impacts of the project.

The application is accompanied by a detailed description of the objectives and content of the project, the timetable for its implementation, the estimated cost of the project as a whole and the financial plan, broken down by reference to a separate guideline. The project plan must also indicate the results of the project and the ways in which the results will be used and disseminated. Any permits and contracts will also be attached to the application.
