Notification of the first-sale purchase or takeover of fish

Companies that buy fish or fisheries products manufactured by a fisher directly from the seaside fisherman must submit a notification of the bought and/or taken over lot of fish to the ELY Centre of Southwest Finland.

If the operator’s turnover is over EUR 200,000, the operator must submit the notification of purchase or takeover in an electronic format within 24 hours since the time of purchase.

If the operator’s turnover is less than EUR 200,000, the operator must submit the notification of purchase or takeover within 48 hours since the time of purchase, in either an electronic format or in paper.

When an operator registers as a first-sale buyer of fish, they are automatically given access to the electronic system if their turnover is over EUR 200,000. If the threshold value of the turnover is not exceeded, the operator is given an option to voluntarily use the electronic system.

Access to the electronic purchase notification system (KAKEWEB) is granted for a person authorised by the party registered as a first-sale buyer.

The obligations of a first-sale buyer are prescribed in articles 56–68 of EU’s Control Regulation (1224/2009) and in an act regarding the penalty system and control (1188/2014).

Do the following

If your turnover is over EUR 200,000, the buyer must submit the notification of purchase and/or takeover in an electronic format within 24 hours.

A registered buyer whose turnover is under EUR 200,000 may also voluntarily submit the notification of purchase or takeover in an electronic format.

The registered buyer must authorise a person to have access to the electronic purchase notification system (KAKEWEB), in order to make and submit notifications.

Other operators: Submit your notification within 48 hours. Fill in the printable form (Notification of the purchase of fish) and send it to the registry of the ELY Centre for Southwest Finland by submitting it as an attachment to the general online form of the ELY Centre. To whom and on what terms

In order to use the electronic service, the registered buyer must authorise the user to make the notifications of purchase and takeover, for the purpose of granting access rights to the electronic purchase notification system (KAKEWEB). Usernames are personal and all notifications in the service are submitted on behalf of the company.

A notification in paper (Notification of the purchase of fish) must be signed by the person authorised by the operator.

The service is free of charge.
