Notification of a roadside advertisement

Roadside advertisements are advertisements intended for road users that are placed along the road. A notification of permanent advertisements must be made to the Pirkanmaa Ely Centre.

According to section 52 of the Highways Act, advertisements and notices shall be drafted and placed in such a manner that they do not endanger traffic safety or cause nuisance to the road maintenance and adapt to the environment as well as possible. The Highways Act applies to roadside advertisements that are located outside planned areas or in areas that are designated as traffic areas in the plan.

The notification requirement does not apply to temporary notices or advertisements for operation or products sold in the building or its vicinity. Temporary notices refer to notices of short-term events.

Do the following

You can make a notification of a roadside advertisement using the online form or by sending the corresponding information to the Pirkanmaa Ely Centre by post (PL 297, 33101 Tampere) or by e-mail (kirjaamo.pirkanmaa@ely-keskus.fi). Every advertisement has to be notified separately.

Attach the following information to the notification:

  • A map that shows the intended location, distance of the advertisement from the highway and its placement and orientation in relation to the highway;
  • A picture or description of the characteristics of the advertisement (e.g. material, size, lighting, etc.);
  • Account of the land owner's or holder's permission for placing the advertisement on their land; and
  • An account of the route used for maintenance operations (on trunk roads, main roads and national roads, maintenance operations cannot be performed from the road).

If you want to place an advertisement outside the highway traffic area in a planned area, please request an opinion from the Pirkanmaa Ely Centre. The ELY Centre will assess the location and layout of the advertisement in terms of traffic safety and give an opinion as a neighbour, in compliance with the Land Use and Building Act.

Attach the following information on the request for an opinion:

  • A plan extract;
  • A map that shows the intended location of the advertisement and its placement and orientation in relation to the highway; and
  • A picture or description of the characteristics of the advertisement (e.g. material, size, lighting, etc.).

To whom and on what terms

A roadside advertisement cannot be erected before receiving permission.

According to section 52 of the Highways Act, advertisements and notices shall be drafted and placed in such a manner that they do not endanger traffic safety or cause nuisance to the road maintenance and adapt to the environment as well as possible. The Highways Act applies to roadside advertisements that are located outside planned areas or in areas that are designated as traffic areas in the plan.

A stipulation of the Finnish Transport Agency gives more detailed information about the location and structure of roadside advertisements. It is recommended that you consult the stipulation when designing the advertisement. It defines, for example:

  • locations where advertisements cannot be placed;
  • minimum distances to intersections and traffic control devices or to other advertisements along different road classes;
  • the layout and size of the advertisement;

Advertisements cannot be placed on highway road areas or, in local plan areas, on highway traffic areas.

If the intended location of the advertisement is within a protection zone or a clear sight zone and the advertisement falls within notification requirements, a permit in compliance with section 47 of the Highways Act is required. Apply for the permit before making the notification.


Period of validity

The permit is valid for 10 years.
