The Regional State Administrative Agency (AVI) may grant the municipality a permit to enforce compliance with the prohibitions and restrictions on parking, stopping and stationary idling within the municipality or a certain part thereof and to impose parking penalty fees and other consequences prescribed by law.
If the municipality organises parking enforcement in the aforementioned manner, it shall appoint a municipal parking warden who shall be supported by a sufficient number of parking inspectors. In matters concerning the general organisation of parking enforcement, the municipal parking warden is subject to the management and monitoring of the head of the police department.

To whom and on what terms
The AVI investigates and considers the grounds for granting the permit on a case-by-case basis and issues an appealable decision in the matter. The municipality requires the local council’s proposal or approval for applying for the permit.
When processing the application, the AVI takes account of the area’s traffic density, the need for enforcement and other local circumstances as well as the municipality’s capacity to manage the enforcement in an appropriate manner. The decision is affected by the statement given by the head of the concerned police department.
The permit may verify the minimum number of parking inspectors, and it may set other conditions considered necessary.
The AVI may revoke the permit or change its conditions if a substantial change of circumstances takes place, the set conditions have not been complied with or the enforcement operations have not been performed in an appropriate manner. Before revoking the permit, the AVI prompts the municipality to rectify the observed shortcomings within a reasonable time limit. The local council may submit a proposal concerning the revocation of the permit or changing its conditions.
A fee is charged for the service.
The fees are determined by the Government Decree on the Regional State Administrative Agencies’ Fees in 2019 and 2020.
The permit may be granted for a fixed term or until further notice.
