Money collection permit

Money collection campaigns appeal to the public in order to obtain donations. The donors receive no reward for donating money to the campaign.

The National Police Board grants permits for money collection. The permit is valid until further notice.

Do the following

You can apply for a money collection permit by submitting a written application. The application can be submitted through the police e-service. The applicant organisation should log in using a Katso identifier when applying for a money collection permit. You can also submit the application at a police station or a police service point.

You should fill in all the details on the application form carefully, as an incomplete form may delay the processing. You should submit the application to the police well in advance.

Attach the following to your permit application:

- An extract from the Register of Associations, the Register of Foundations or the Trade Register/an extract from a register maintained by a public organisation.

- A copy of the rules of the association or foundation or the Articles of Association.

- An annual report, action plan or other proof of the applicant having engaged in activities that promote their chosen cause. An annual report is the preferred form of proof. Other forms of proof are only accepted if there is no annual report. The reason for the lack of annual report must also be given.

- An explanation of how the applicant plans to organise the supervision of the money collection and the use of the collected funds, unless this is indicated in the document referred to in section 3.

The attachments are mandatory. If these documents are not provided with the application, the licensing authority will request them separately. The license authority can also request other information related to the application or the documents.

To whom and on what terms

The organisation of money collection is subject to a permit. A money collection permit may be granted to non-profit organisations and foundations for the purpose of raising funds for public-interest activities.

The money collection must be accounted after the end of the collection period. If the applicant has a previous permit for money collection, a new permit will not be granted if the accounts have been neglected.

The holder of a money collection permit that is valid until further notice must submit an annual notification of the previous year to the National Police Board and an annual plan for future operations.

Submit the applications and its appendices to the relevant authority in good time.

Processing time

The processing time of an application for a money collection permit in the National Police Board may be up to 5–6 months.

Period of validity

The money collection permits granted as of 1 March 2020 are valid until further notice. Permits granted before this date shall be valid for the period specified in the permit. The Money Collection Act that was in force before 1 March 2020 applies to them.
