Landscape-work permit

As the owner or holder of land, you must apply for a permit for earthwork altering the landscape, tree-felling etc. in a local detailed plan area.

On a detached house plot, you may also need a permit to fell a tree if the tree, even a single one, is important for the landscape or city image.

Do the following

Apply for the permit primarily through online permit service. If you cannot use online services, apply for a landscape-work permit using the application form for a building/action permit (a scanning fee is added to the costs).

For landscape work, such as felling wood in a housing company, you always need a landscape-work permit. Attach the housing company’s consent to the application (extract from the minutes of the Board of Directors) and a plan for the work to be carried out, such as a timber felling plan on a layout, including the locations, species and number of trees to be felled. If the landscape work is carried out near the neighbouring plot’s border, consult the neighbours using the Notification to the neighbours form.

When planning landscape work, such as felling wood on your detached house plot (rented or owned plot), always contact the planning horticulturist of supervisory control of building. If the tree is important for the landscape or city image, you may need a permit to fell the tree. The planning horticulturist of supervisory control of building defines whether a tree is valuable for the landscape or city image.

You must arrange the feller for the trees yourself.

To whom and on what terms

No permit is required for work with only minor impacts.

If the entrepreneur has established itself in another country in the European Economic Area and temporarily offers services in Finland, the same permits are required as from entrepreneurs established in Finland.

With new construction, you do not need a landscape-work permit. However, you cannot fell trees, for example, until you have applied for a building permit for your new building. Once you have submitted your application for a building permit, contact inspection architect of supervisory control of building about starting landscape work.


Processing time

Permit decisions are made weekly. The permit process takes 2–4 weeks depending on the number of permit applications (season) and the readiness of the permit documents.

Period of validity

The permit is valid until further notice.

Background information

The owner or holder of a land area must apply for a landscape work permit in order to carry out earth works, tree-felling or similar action altering the landscape in areas covered by a local detailed plan. A landscape work permit is also required in areas covered by a local master plan, if the plan so requires.

The decision on the application is taken by the authority designated for the task by the municipality. No landscape work permit is required to fell individual trees for the purpose of caring for plots. Neither is a landscape work permit required for actions that are related to an issued building permit or action permit.
