Grant for improvement projects in the fishing industry

A discretionary government grant can be obtained for improvement projects related to the fishing industry that promote fish passage, the natural reproduction of the fish populations or that improve the possibilities for sustainable fishing. Do the following

Apply for the grant primarily in regional administration's e-service (Regional administration’s e-service – Fisheries Services).

If you are unable to apply online, please use a printable grant application form instead. Attach to the application a project plan that includes a cost estimate, financial plan and execution schedule. Send the form as an attachment to the general online form of the ELY Centre, or by post to the registry office of the ELY Centre.

For the fishing industry, the applications should be sent to the following ELY Centres:

  • For projects that are being executed in the areas of Lapland, Kainuu and Northern Ostrobothnia counties, the applications should be sent to the ELY Centre for Lapland.
  • For projects that are being executed in the areas of North Savo, South Savo, Kanta-Häme, Päijät-Häme, Pirkanmaa, Central Finland and North Carelia counties, the applications should be sent to the ELY Centre for North Savo.
  • For projects that are being executed in the areas of South Eastern Finland, Uusimaa, Southwest Finland, Satakunta, Ostrobothnia, Central Ostrobothnia and Southern Ostrobothnia counties, the applications should be sent to the ELY Centre for Southwest Finland.

The old authorisation called Applying for discretionary government transfers for environmental purposes used in the e-service has been discontinued. The new mandate theme is called Applying for subsidies for employment, environment, business and transport. A new mandate is required for transactions started with an expired authorization.

Applying for payment

Apply for payment of the grant in accordance with the decision in one or more instalments. Send your payment application form as an attachment to the general online form of the ELY Centre directly to the registry of the ELY Centre that approved your grant application.

There are separate online forms for private individuals and companies/organisations/operators. Choose the appropriate ELY Centre under Virasto in the online form.

You can also send the application by post to the KEHA Centre’s payment unit.

To whom and on what terms

A grant may be available to legally competent entities and companies as well as private individuals.

A general prerequisite for awarding a grant to a project is that the costs of the project are proportional to the prospective benefits. It is also required that the beneficiary is capable of supervising the use of the grant in a reliable manner, being in charge of the execution of the project and the obligations following the executions as well as taking care of the preservation of the benefits of the project.

The project should be executed in a way least expensive for the society. They should be put out to tender when necessary in compliance with the Act on Public Contracts and Concessions. The salary paid for the work related to the project should not be higher than the salary that would otherwise be paid as a compensation for corresponding work in the concerned entity or company.

A prerequisite for the payment of the grant is that the beneficiary has the required permits and rights under the Water Act and other legislation to execute the project. In addition, the beneficiary is committed to take properly care of the use and maintenance of the structures as well as other obligations following the completion of the project.
