Background information

The purpose of preventive substance abuse work is to prevent and reduce the use of alcohol, drugs, tobacco, nicotine products and other intoxicating substances as well as the harm they cause to the user and their family and friends. Preventive substance abuse work also applies to gambling. Its aim is to promote health, safety and wellbeing.

Preventive substance abuse work includes early-stage substance abuse and gambling interventions, the identification of problems, such as addiction or abuse, and referrals to support services.

Wellbeing services counties, municipalities, associations, companies, the police and other state authorities work together to prevent substance abuse.
