To whom and on what terms
Drug testing during studies is regulated by the so-called SORA legislation (unsuitability to study). Application guidelines are provided in the guidebook published by the Ministry of Social Affairs and Health in 2015 regarding the implementation of SORA legislation in health care.
Testing conducted upon the education provider’s request is carried out by health care professionals, who are required to be experienced in drug testing. A certificate may only be issued by a doctor who has completed training in the use and interpretation of drug tests in occupational health care ("Huumausainetestien käyttö ja tulkinta työterveyshuollossa”), provided by the Ministry of Social Affairs and Health, Finnish Institute of Occupational Health and National Institute for Health and Welfare (THL), or similar training.
Tests are not performed on private individuals.
The service is subject to a fee.
