Dangerous goods accident notification

A dangerous goods accident report notifies Tukes of an accident involving the transport of dangerous goods.

To whom and on what terms

When an accident occurs in the transport of dangerous goods, a notification must be submitted to the Finnish Safety and Chemicals Agency (Tukes). The Loader, Filler, Carrier or Recipient shall submit an accident notification to Tukes within one month of each accident occurring in their operations. Incidents for which an accident notification referred to in section 34 of the Government Decree (194/2002) must be issued include: leakage of dangerous substances, immediate threatening risk of product leakage, personal injury, property damage or environmental damage or an event for which official assistance has been requested. A notification on accidents in rail transport must be submitted to the Finnish Transport and Communications Agency Traficom. For Category 7 substances, the notification must also be submitted to the Radiation and Nuclear Safety Authority. The accident notification must conform to the template in Traficom's regulation (Appendix B of the dangerous goods accident notification form). The template of the notification follows the model of the international ADR agreement. In addition, the form in Appendix A to the dangerous goods accident notification form, which asks for more detailed information on the event, must be completed.

An accident reporting obligation arises when the personal, property or environmental damage caused by an event exceeds the prescribed criteria (section 1.8.5.3 of the Appendix to the Traficom regulation). The criteria are presented on the first page of the dangerous goods accident notification form.

The Loader, Filler, Carrier or Recipient shall submit an accident notification to Tukes within one month of each accident occurring in their operations.
