As a road user, you can apply for compensation for damage incurred on a road due to defective road maintenance. You may be entitled to compensation if the maintenance of the road has been defective or careless or if road maintenance duties have been neglected. If you have incurred damage, it is advisable to
- make a note of the date and place and the cause of damage
- take pictures of the site, the damage incurred and the cause
- call the road users’ hotline.
This helps to ensure that any damages and the circumstances of the incident can be carefully inspected and verified. The road users’ hotline will forward details of your damage and the location to the road keeper in real time.
You can make a compensation application

In order to ensure that your application can be duly processed, please specify the time and date and location of the incident and the cause of damage in as much detail as possible. In addition, the application should contain a detailed description of the incident, a breakdown of the damages incurred, and an itemised claim in euros.
The following supporting documents should be submitted with the application as applicable
- photos, maps and drawings of the incident location and damages incurred
- a repair cost estimate (in the case of substantial damage, a loss adjuster’s statement)
- a police report
- statements and contact information of witnesses of the incident
- doctor's statements
- a statement of loss of earnings
- a statement of the insurance excess
- a statement of the period of non-use and market value of the vehicle at the time of the incident
You do not need to enclose any receipts or documents. Please retain all original receipts and documents. The ELY Centre of Lapland will request the originals if your application is approved. Compensation will be paid based on the original (or equivalent) receipts.
Compensation applications are processed in order of receipt. The average processing time is four months. The actual processing time may vary.
