Child Welfare Services

You may contact child welfare services whenever you are worried about children being neglected or abandoned, or suspect them to be in some kind of danger.

The objective of child welfare services is to protect children’s rights to a safe growth environment, to balanced and well-rounded development and to special protection. Child welfare must promote the favourable development and wellbeing of the child. Child welfare must provide support in child upbringing and care for parents, guardians and other persons responsible for child care and upbringing. Child welfare must be aimed at preventing child and family problems and intervening sufficiently early if problems are found. When assessing the need for child welfare and in the provision of child welfare, it is first and foremost the interests of the child that must be taken into account. Each child will be allocated a responsible social worker taking care of their case.

Child welfare services consist of non-institutional care, foster care and after care.

You may contact Social Services for Families with Children by calling their on-call and service number. We try to answer the phone on weekdays between 9 a.m. and 3 p.m.

During other hours, please contact Eastern Uusimaa Social and Crisis Emergency Services when necessary.

To whom and on what terms

The service is free of charge.

Background information

You should contact the child welfare emergency services when the situation of a child, a young person or a family requires urgent advice or immediate intervention. This includes situations associated with violence, substance abuse or suspicions of child neglect.

Municipal emergency child welfare services can be reached via telephone during office hours. Outside of office hours in the evenings and during the nights, please contact the Emergency Response Centre (call 112). When necessary, the Emergency Response Centre will connect you with the municipality's emergency social services. Some municipalities also have a round-the-clock emergency social services phone number.
