Child Welfare Non-Institutional Care

All children are allocated their own social worker. The social worker will have meetings with both the child and the whole family. Non-institutional work is based on a client plan drawn up in cooperation with the family. The plan includes a definition of the needs, methods and goals for any activities taken. Child welfare work is cooperation. It is carried out together with the children and their parents as well as other actors who take part in the family’s everyday life, such as day care centres, maternity clinics, other health care actors, and schools. The cooperation objective is to find out what kind of help is needed, and how child welfare services can be of assistance to the family. The meetings can take place for example at the family home, a social welfare office, a day care centre, or at school.

Sometimes short-time support is enough, but in some cases long-time cooperation is necessary. Non-institutional care and support may include for example

  • intensified family work
  • family rehabilitation
  • services of a support family and/or support person
  • foster care provided as support to non-institutional care
  • financial support to be used for e.g. the child’s hobbies

Clientships at non-institutional care end when worries about the child are no longer actual.

The service is free of charge.

Background information

Non-institutional child welfare supports children, young people and families in situations where support is needed for social, financial and other similar reasons or because they cannot cope. In addition to counselling and therapy, other forms of non-institutional child welfare include support person and support family activities, family work and rehabilitation, peer groups and support for hobbies, holidays and recreational activities.

For example, the child and the family may receive support for improving inadequate housing conditions, school attendance and studies as well as maintaining close interpersonal relationships. A service package that is suitable for each individual situation is put together. The municipality organises these services as required to meet the needs in its area.
