When a company manufactures goods for export, it can use both originating and non-originating materials. The materials must be fungible and of the same kind and commercial quality, with the same technical and physical characteristics. The materials are segregated in the accounts into originating and non-originating materials.
The company can provide a certificate of origin for the manufactured goods that can be considered to be originating goods, based on the real amount of available originating materials.
