Assessing the reliability of natural product collection operators

If you are an operator in the natural product collection sector, apply for a reliability assessment. The KEHA Centre assesses the reliability of an operator for one year at a time. The procedure improves the legal status and earning opportunities of foreign pickers of natural products. It also harmonises the prerequisites for business activities in the sector.

To whom and on what terms

The KEHA Centre assesses the reliability of natural product collection operators upon their application. The decision is based on the information provided in the application and on the Finnish Tax Administration’s Compliance Report.

A natural product collection operator refers to a party that invites a picker to the country in connection with the visa application. The operator may also itself or through another party organise accommodation, collection equipment or vehicles for the picker. The primary purpose of the activity is to purchase natural products collected by the picker.

An operator shall not be considered reliable if

  1. during the three preceding years it has repeatedly shown manifest disregard of the provisions of the Act on the Legal Status of Foreigners Picking Natural Products in its business activities
  2. during the three preceding years it has repeatedly or to a considerable extent neglected the registration, declaration or payment obligations relating to taxes, statutory contributions towards pension, accident or unemployment insurance contributions, or charges collected by the Finnish Customs
  3. it has debts subject to enforcement proceedings that are more than minor in relation to its ability to pay, or debts that have been returned from the enforcement authorities with a certificate of lack of means.

Period of validity

The KEHA Centre assesses the reliability of operators for one year at a time.
