To whom and on what terms
The organisation of the guessing game requires a written notification. The notification must be submitted no later than 5 days before the game starts. The permit authority may prohibit the implementation of the guessing game if there are reasonable grounds to suspect that the provisions and regulations concerning guessing games are violated in the implementation.
Guessing games can be organised by organisations and foundations for non-profit purposes. For example, companies or individuals engaged in business activities cannot organise guessing games. The proceeds of the guessing game must be used for non-profit activities.
Winnings cannot be distributed to all participants in a guessing game; instead, the winnings must be based on the guesses made.
The subjects of a guessing game may not include sports contests or other competitions or the outcome of a draw. The correct answer in a guessing game cannot be known to anyone while the tickets are sold.
You must draw up rules for guessing games, specifying how the winner or winners will be decided. The winner is usually the person who guesses correctly. The rules must specify how the winner will be determined if more than one person guesses correctly. For example, all those who have guessed correctly may be entered into a draw
