Applying for emissions trading compensation subsidy

The emissions trading compensation subsidy recompenses limited industrial sectors for the additional costs of electricity prices due to emissions trading. The forest, metal, chemistry and textile industries are eligible for the compensation subsidy.

The subsidy for the indirect costs of emissions trading is fixed-term, and it will be paid for 2016–2020. The companies eligible for the compensation subsidy will be recompensed for 40% of the costs in 2016–2018 and 37.5% of the costs in 2019–2020.

The amount of the granted compensation subsidy is based on the price of the emissions allowance and the applicant’s electricity consumption, which is measured either by the product manufacturing or the electricity consumption of the manufacturing. A verifier approved by the Energy Authority must verify the information required in the subsidy application.

Do the following

1 Select a verifier from the verifiers approved by the Energy Authority. You can find the names of the approved verifiers on the Energy Authority’s website.

2 Submit the operator’s basic information form to the Energy Authority. Send the signed form to the Energy Authority or email it to

3 Use e-Authorisation to authorise one or more people as the company’s SATU user. The mandate can be found under the energy supply category and its name is Applying for emissions trading compensation subsidy. If the authorised person is a foreign citizen or if there is more than one signatory at the same time, the e-Authorisation cannot be used. In this case, fill in a power of attorney form and submit it to the Energy Authority. You can request to obtain the form from

To use the SATU system, an operator must:

  • submit basic information on the operator and establishment to the Energy Authority using the operator’s basic information form
  • authorise persons to use the e-Authorisations in the system.

A fee is charged for the service.

Processing time

Subsidy decisions will be made by the end of the calendar year in which the subsidy was applied for.
