To whom and on what terms
A deposit-based return system for beverage containers can be established by a producer of beverage containers (section 48, subsection 1 of the Waste Act) or a taxable person as laid down in the Excise Duty Act on certain beverage containers, alone or together with other producers of beverage containers or taxable persons.
The application must specify the applicant and describe their operations. For an application to be processed, and for the purpose of an appropriateness test concerning operations, the application must contain the necessary information on the reception of products withdrawn from use and how the public is informed of it, as well as information on the re-use, recovery and other waste management. In the application, the operator of the return system for beverage containers must provide the necessary information on contracts, rules and other documents to assess whether the activities comply with the requirements laid down in the Waste Act and under it.
Period of validity
Depending on the nature of the case, the decision to approve the operator of the return system for beverage containers in the producer register will be issued for an indefinite period or for a fixed period.
