Aid to investigate the contamination of an area and to clean a contaminated area

The ELY Centre for Pirkanmaa grants state subsidies for investigating the risk or harm to health or the environment caused by contamination of soil, groundwater or sediments and for cleaning a contaminated area. The aid is discretionary and granted within the limits of the appropriation allocated by the Ministry of the Environment.

How to apply

  1. Apply for the aid primarily in the e-services of the regional administration (Aid to investigate the contamination of an area/to clean a contaminated area).
  2. If you are unable to use the e-services, you can use a printable application form instead. The form can be printed or completed electronically after saving it on your computer.
  3. Complete the application thoroughly and add the required appendices. Missing information, needs for further clarification and changing the application during the processing may prolong the processing. Detailed instructions for completing the application form are available at regional administration e-services and the ELY Centre website. Deliver the application and its appendices to the registry of the ELY Centre for Pirkanmaa by email, post or in person.
  4. If the ELY Centre for Pirkanmaa requests you to supplement the application, submit the requested supplements by the set deadline or negotiate additional time with the authority.
  5. After the ELY Centre for Pirkanmaa has received sufficient and correct information for resolving the aid application, it provides an appealable decision. The decision is delivered to the applicant.

Applying for payment

The KEHA Centre pays out the aid in accordance with the ELY Centre’s decision in one or more instalments.

Apply for payment primarily in the regional administration’s e-service in accordance with the terms and deadlines of the decision. Log in to the e‑services using your personal banking ID, mobile certificate or certificate card. Please fill in the application carefully under the Payments tab and attach the necessary attachments.

Use the printable form to apply for payment, if you have applied for the aid with a printable form instead of using the e-service. Submit the payment application by post to the KEHA Centre's payments unit. You can also submit your application as an appendix to the ELY Centre’s general sevice form.

To whom and on what terms

Various communities, companies and natural persons as well as estates of deceased persons or bankruptcy can apply for the aid.

The aid can be granted to investigate the risk or harm to health or the environment caused by the contamination of soil, groundwater or sediments and to clean a contaminated area.

Prerequisites for granting the aid are that

  1. the cause of contamination cannot be identified or reached, or the instigator of the contamination cannot bear the cost of the action; and
  2. it is unreasonable for another party than the instigator to investigate or clean the contaminated area.

Granting the aid may be conditional on the applicant participating in the project or its costs. The aid decision can also contain other provisions that must be complied with.
