Aid for fisheries (European Maritime and Fisheries Fund, EMFF)

Fishermen can apply for funds from the European Maritime and Fisheries Fund for replacing fishing vessel engines, innovations, environmental investments or diversification of business, etc.The objective of the aid is to promote sustainable, resource-efficient, innovative, competitive and knowledge-based fishing.The amount of the aid varies based on the type of aid.Ongoing and fixed-term application process

Aid for the fishing industry is available through ongoing and fixed-term application process.The ongoing application process applies to the following types of aid:* Health and safety in the fishing industry

  • Replacing fishing vessel engines
  • Environmental innovations in the fishing industry
  • Adding value to the catch
  • Aid for young fishermen
  • Diversification of activities
  • Advisory services for the fishing industry
  • Competence and dialogue
  • Development of fishing ports and landing sites
  • Regional fisheries groups

The fixed-term application process applies to the following:* Innovation

  • Partnership between scientists and fishermen
  • Environmental innovation in the fishing industry
  • Protection and restoration of marine ecosystems
  • Development of fishing ports and landing sites
  • Waste collection from the sea
  • Compensation for damages to catches caused by seals and cormorants

Types of aid for aquaculture

In addition, the European Maritime and Fisheries Fund grants aid for aquaculture companies.According to the EU Regulation No 508/2014, aid can be granted for projects that foster environmentally sustainable, resource-efficient, innovative, competitive and knowledge-based aquaculture.Ongoing application process applies to the following types of aid:* Aquaculture investments

  • Aid can be granted for investments that promote the processing of fishery and aquaculture products.

Do the following

Before submitting an application, please contact an ELY Centre or a local fisheries group (information of regional fisheries groups is available on the "Meri- ja kalatalous" online service) and discuss possible financing for the project with a provider of funds.Applying for aid:Applications are submitted primarily on the online service for rural support (HYRRÄ).Applications can also be sent by post. Please use a printable form (EMFF application form and instructions) and send it to the registry of the ELY Centre (contact information can be found in the "Service locations" section).Applying for payments:After the project has been started and costs have been incurred, you can apply for payment using the HYRRÄ system.If use of the e-service is not possible, you can use a printable form (EMFF payment application) and send it by post to a payment unit location of the KEHA-centre. Contact information is available on the website of the KEHA-centre.

To whom and on what terms

The European Maritime and Fisheries Fund grants aid for fishermen when the value of their personal catch exceeds EUR 10,000 (three year average or plan for the next three years).Aid is not granted if the final amount would be below EUR 1,000.With the exception of replacing engines, repair investments are not eligible.In order to be eligible for aid, the applicants must fulfil the general conditions for support and the measure-specific selection criteria.
