The agreement on receiving refugees is an agreement between a municipality and ELY Centre, based on which the municipality receives imputed reimbursement from the State for the costs incurred for receiving refugees.
A municipality concludes an agreement with the ELY Centre for the reception of refugees. Based on this agreement, the municipality will receive imputed reimbursement for the costs incurred for receiving refugees.

The municipality shall contact the ELY Centre by telephone or letter, or the ELY Centre can contact the municipality to begin the agreement negotiations.
As a precondition for signing the contract and receiving reimbursement, the municipality must have a plan for promoting integration (integration plan).
If necessary, the ELY Centre will assist the municipality in the drafting of an integration plan.
The municipality will decide on receiving refugees in accordance with its own decision-making system, and the matter will be resolved by the municipal council.
In addition to the imputed costs, the municipality may be reimbursed for costs incurred for special reasons.
The KEHA Centre’s payment unit will pay reimbursements to municipalities that have a valid agreement with the ELY Centre for assigning persons to the municipality and for the promotion of integration, and that have an integration programme in place. The municipalities will receive the imputed reimbursement payments automatically each month. Any persons excluded from the automated payment will be processed by the KEHA Centre afterwards.
Upon application, imputed reimbursements can be paid for victims of human trafficking and their family members, persons who have arrived in the country through family reunification before 1 January 2016, initial assessments conducted by the municipality, and supplementary and preventive social assistance. Interpretation services and special costs are reimbursed in accordance with the relevant agreements between the ELY Centre and the municipality.
