Additional support for urgent relocation under the Sylvia project

The Sylvia project provides additional support for municipalities accepting quota refugees in need of urgent relocation. The aim of precautionary measures is to place quota refugees in municipalities in the schedule required by the urgency of their situation.

Additional support is granted for quota refugees arriving in Finland whom the UNHCR has deemed as requiring urgent relocation due to their situation.

Municipalities can apply for additional support under the Sylvia project for quota refugees in need of urgent relocation from the KEHA Centre. The additional support is paid from the Sylvia project of the Ministry of Economic Affairs and Employment, and it is funded by the Asylum, Migration and Integration Fund (AMIF). The Sylvia project is responsible for the use of project funding. Additional support can only be paid in accordance with the project instructions and budget.

The KEHA Centre will pay the discretionary government transfers upon application. The application is submitted in the regional administration e-services.

How to apply for payment

Once your support application has been approved, you can apply for payment electronically in the regional administration e-services in accordance with the terms of the grant decision. Complete the application thoroughly and add the required appendices.

More information about authorisation

A person authorised by the municipality can submit the payment request in the regional administration e-services. The authorisation to use the services is given in Suomi.fi e-Authorizations. Mandate roles ensure that the persons preparing and sending grant applications have the right to represent the organisation.

Authorised persons use the e-service on behalf of their organisation through Suomi.fi e-Identification. You can log into the e-service with your personal banking IDs, a mobile certificate or a certificate card after you have been authorised. In addition to Suomi.fi e-Authorizations, organisations need their business ID to use the e-services.

The mandate for transactions required when using the regional administration e-services is called Työllisyyden, ympäristön, elinkeinotoiminnan ja liikenteen valtioavustusten hakeminen (Applying for government grant for employment, environment, business activities and transport). The mandate theme is specified by the identifier KOTO.

The authorisation is subject to the valid instructions of the Suomi.fi service.

Persons without separate authorisation can act on behalf of an organisation only if they have an existing mandate for transactions or a right based on register data.

To whom and on what terms

The municipality entitled to additional support under the Sylvia project has concluded an agreement with the ELY Centre on the allocation to the municipality and the promotion of integration, and it has an active integration programme.

The municipality must commit beforehand to receiving at least five quota refugees in need of urgent relocation during the calendar year. Advance information on the reception of at least five quota refugees in need of urgent relocation is a prerequisite for the payment of additional support. The precautionary measures for reception must be agreed upon in writing and in advance with the ELY Centre.

The aid can be applied for after the quota refugees in need of urgent relocation have arrived in the municipality.

If, for reasons beyond the control of the municipality, the reception of quota refugees in need of urgent relocation has been postponed to the following year, additional support may be granted to municipalities that fulfil the above conditions and were committed to accepting at least five quota refugees in need of urgent relocation in the previous year.

The service is free of charge.
