A producer community’s application for approval in the producer register

Producers can form a producer community together to take care of the producer’s responsibilities set in the Waste Act. A producer can transfer their responsibilities only to a producer community approved by the ELY Centre for Pirkanmaa. Based on an application, the ELY Centre decides on approval in the producer register.
The ELY Centre for Pirkanmaa is the authority that supervises producer responsibility throughout the country, with the exception of Åland.

To whom and on what terms
The products and producers covered by producer responsibility are listed in Section 48 of the Waste Act (646/2011).
The application must specify the applicant and describe their operations. For an application to be processed, and for the purpose of an appropriateness test concerning operations, the application must contain the necessary information on the reception of products withdrawn from use and how the public is informed of it, as well as information on the re-use, recovery and other waste management. In addition to this, a producer community’s application must contain the necessary information on agreements, rules, and other documents.
A fee is charged for the service.
The fee charged for the application process is based on the government decree on the ELY Centre’s services subject to a fee that is valid at the time of submitting the application. The amount of the fee is adjusted annually. The fee is the same for both positive and negative decisions.
Period of validity
The decision to approve a producer community in the producer register will be issued either for an indefinite period or for a fixed period.
