Private providers of early childhood education and care services must provide a written notification of
- start of operations
- substantial change of operations
- change of responsible person
- cessation of operations.
The notification must be submitted to the authority responsible for early childhood education and care of the municipality where the services will be provided. The notification must be submitted using a separate form well in advance of start, change or cessation of operations. If prior notification is not possible, the notification must be submitted as soon as possible after the start, change or cessation of operations.
The municipality submits the notification, along with its statement, to the Regional State Administrative Agency (AVI). AVI then approves or rejects the notification. If it is approved, the provider is allowed to start operations in line with the provided information.
If the notification approved by AVI concerns start of operations, AVI also adds the provider in the register of private providers of early childhood education and care services.

Start of operations:
When you plan to start operations, contact the authority of the municipality where you intend to operate. You can also ask AVI for instructions and guidance.
Notify the municipality of start of operations using the appropriate form (Ilmoitus yksityisten varhaiskasvatuspalveluiden tuottamisesta tai muutoksesta). Attach necessary reports and documents. Submit the form and the attachments to the municipality’s registry office well in advance of the planned start date.
When the municipality has received the notification, an authority inspects the premises. Then it processes your notification and gives a statement. The authority submits its statement and your notification along with the attachments to AVI for registration. AVI sends the registration decision, which must be paid for, to you by post.
Change of operations:
Notify the municipality as soon as possible using the appropriate form (Ilmoitus yksityisten varhaiskasvatuspalveluiden tuottamisesta tai muutoksesta). Attach the necessary documents and submit them to the municipality's registry office.
The municipality’s authority processes your notification and gives a statement. The authority submits its statement and your notification along with the attachments to AVI for registration. AVI sends the registration decision, which must be paid for, to you by email.
Change of responsible person:
Notify the municipality as soon as possible using the appropriate form (Ilmoitus varhaiskasvatuspalvelujen vastuuhenkilön vaihtumisesta tai muutoksesta). Attach the necessary documents and submit them to the municipality's registry office.
The municipality’s authority processes your notification and gives a statement. The authority submits its statement and your notification along with the attachments to AVI for registration. AVI sends the registration decision, which must be paid for, to you by email.
Cessation of operations:
Notify the municipality as soon as possible using the appropriate form (Ilmoitus yksityisten varhaiskasvatuspalveluiden lopettamisesta).
The municipality’s authority processes your notification and submits it to AVI for registration. AVI sends the free-of-charge registration decision to you by email.
To whom and on what terms
Start and change of provision of early childhood education and care services must comply with the Act on Early Childhood Education and Care.
If a person carrying on a trade is located in another country within the European Economic Area and provides services in Finland on a temporary basis, they need a similar licence as persons carrying on a trade located in Finland.
