Democracy

Finland is a representative democracy in which citizens choose the decision-makers from among themselves in elections. The primary responsibility for holding the elections lies with the Ministry of Justice. Local authorities bear extensive responsibility for the practical implementation of elections. The Ministry of Justice monitors and promotes the realisation of citizens’ participatory rights and linguistic rights. 

The documents in possession of an authority are public documents unless their publicity has separately been restricted by law.
