The highest level of responsibility for the administration of built environment lies with the Ministry of the Environment. The Housing Finance and Development Centre of Finland (ARA) grants housing and construction-related subsidies, supervises the use of ARA housing stock and produces information on housing. The local authority grants building permits and draws up local master plans and local detailed plans. The regional council is responsible for the regional plan. The plans are prepared in cooperation with the concerned parties. The National Board of Antiquities serves authorities and communities in matters concerning the protection, maintenance, development and restoration of built heritage. New decisions regarding protection are made by the Centre for Economic Development, Transport and the Environment and confirmed by the Ministry of the Environment.
