Procurements and tendering

The Act on Public Procurement and Concession Contracts regulates procurements of goods and services financed from public funds. As a rule, a competitive tendering procedure is required for public procurements, but procurements can also be made without competitive tendering under certain preconditions. The Finnish Competition and Consumer Authority supervises public procurements and has special powers to also supervise procurements made without a competitive tendering procedure.
