Non-disclosure of personal information
You have the right to prohibit the controller of the personal data register from disclosing personal or other information on you. Notify the data controller in question of the prohibition.

You can prohibit the disclosure of information from the Population Information System so that your personal information will not be released for
- direct marketing (including market research and opinion polls)
- public registers
- genealogical research
- customer register updates
- address services for other individual purposes.
Information can still be disclosed from the Population Information System for research and purposes provided by law, such as official duties and banking.
Private address is not a category that is used in the Population Information System. You can prohibit the disclosure of your personal information for certain purposes, but it is not possible to prohibit the disclosure of information for all purposes.
If you have a non-disclosure of contact details in the Population Information System, your address will not be released from the Address service of the Digital and Population Data Services Agency or from other similar services that provide address or contact details using information from the Population Information System. However, a non-disclosure of contact details does not prevent the disclosure of information from the Population Information System for statutory purposes such as official duties or banking.
The non-disclosures of personal information in the Population Information System also do not prevent information from being released from other personal data registers. For example, if you do not want your personal data to be disclosed from the register of the Finnish Transport and Communications Agency Traficom, submit a separate non-disclosure of personal information to Traficom.
Remember, that if you have not prohibited your mobile phone operator from disclosing your information, your address will appear in commercial directory assistance. You can list your phone number and address as private in directory assistance through your own mobile phone operator. Most operators provide a web service in which you can modify the settings of your mobile phone connection and prevent your phone number and address from appearing in commercial directory assistance. When you change your mobile phone connection, remember to submit the non-disclosure again even if your phone number remains the same.
You can restrict direct marketing to your address by submitting a non-disclosure of personal information to the Data & Marketing Association of Finland. A fee is charged for the service.
You cannot submit a non-disclosure of your phone number to the Population Information System because no phone numbers are stored in the system.
You can list your phone number as private through your mobile phone operator. Most operators provide a web service in which you can modify the settings of your mobile phone connection and prevent your information from appearing in commercial directory assistance. When you change your connection, remember to submit the non-disclosure again.
You can restrict telemarketing by submitting a non-disclosure of personal information to the Data & Marketing Association of Finland or Suomen Telemarkkinointiliitto ry. A fee is charged for the services.
If you have a justified reason to suspect that your own safety or the safety of your family is threatened, submit a request for a non-disclosure order for each family member to the Digital and Population Data Services Agency. Submit a written, well-founded request for a non-disclosure order or visit a service location of the Digital and Population Data Services Agency (a local register office) yourself.
The Digital and Population Data Services Agency may order that data concerning your or your family’s municipality of residence or address must not be disclosed from the Population Information System to anyone else but the authorities. When a person has a non-disclosure order, the address is in many cases not disclosed even to the authorities. The Digital and Population Data Services Agency will explain to you the immediate effects of a non-disclosure order in more detail. If you have a non-disclosure order, the authorities will be informed about it along with your other personal information. When the authorities handle information on you, they are responsible for ensuring that your personal information is not disclosed to outsiders because of the non-disclosure order. For example, the District Court must ensure that is does not disclose documents containing your address to outsiders.
If you have a non-disclosure order, also make sure that you do not unnecessarily give information about yourself to outsiders.
A non-disclosure order is granted for a fixed period of time. If you want to continue the non-disclosure order, submit a further application well before the end of the order. A non-disclosure order can be valid until further notice only in exceptional cases.
If you are granted a non-disclosure order, it is possible for you to provide a contact address that the Digital and Population Data Services Agency can record in the Population Information System. You can receive post to this contact address. The contact address may be a post box address or some other address that does not reveal your home address.
The contact address can be disclosed from the Population Information System to all parties requiring it, unless you want non-disclosures to be applied to it (non-disclosure for direct advertising purposes, non-disclosure of contact details, non-disclosure of customer register update, non-disclosure for public registers and genealogical research).
Companies and other communities may order an update of their customer register as a data service product from the partners of the Digital and Population Data Services Agency. The company or other community can itself make the decision on whether it uses the service or not.
The Digital and Population Data Services Agency website contains a list of companies that update their customer registers continuously with information from the Population Information System. If you are a customer of a company that does not update its customer register with information from the Population Information System, you must inform the company of your up-to-date information yourself.
Changes in a person’s data in the Population Information System are forwarded to the authorities. There may be some delay in forwarding the changed information from the Population Information System to the register of another authority. The delay is usually caused by the time required for recording the information and the system owned by the authority receiving the information. If your information has not been received by the authorities within a couple of months, contact the Digital and Population Data Services Agency.
Even if you have submitted a non-disclosure for customer register update to the Population Information System, the updated data can always be disclosed to the authorities in spite of the non-disclosure.
