Quality criteria

The quality criteria are intended to act as a tool for developing and assessing public web services.

The purpose of the quality criteria is

  • to act as a tool for developing and assessing public web services
  • to improve the quality of public web services for both users and producers
  • to increase the benefits from public web services.

There are 41 quality criteria in the set, grouped into five assessment areas:

  1. use
  2. content
  3. management
  4. production
  5. benefits

Each criterion comprises from two to seven concrete elements The elements are illustrated using explanations and examples.

The criteria examine web services from two perspectives:

  • Use and content are dealt with from the user’s point of view.
  • Management and production are addressed by examining the service provider’s operations.

Additionally, the criteria take up the benefits that web services offer to users and service providers.

The quality criteria have been updated in the Ministry of Finance's project during 2007-2008. The new version is available in Finnish, Swedish and English (see respective pages). In response to feedback received before the project, a list of the essential criteria and keywords have been added to the new version.
